Hawaii's Circuit Courts hear injury and malpractice claims, and medical malpractice claims are first submitted to a medical inquiry and conciliation panel. Workers' compensation is administered by the Disability Compensation Division, with appeals to the Labor and Industrial Relations Appeals Board.
